My daughter is 21 years old and she passed her driving test

Hi my daughter is 21 years old and she passed her driving test Dec15. She has just had notice of 2 speeding fines both on the same evening 5 mins apart, one for 36mph in a 30 and the other 37 in a 30mph. Under the new rules her licence will be revoked. Can we appeal and see if only one penalty is imposed to save her loosing her licence.
