I passed my driving test about 4 years ago but i have never

I passed my driving test about 4 years ago but i have never driven. I had an epilepsy episode about 3 years ago and informed my gp but have never been given medication and i would like to start driving. I did not inform dvla as i was not driving at the time. Do i still need to inform them? Can i just buy a car and drive? What is the law?

I use to have them as a kid about 12 years old
But not had one since the last one 3 years ago
