I have a broadband connection but do not have a TV connection.

I have a broadband connection but do not have a TV connection. On my connection box plugged in I have only have 2 lights instead of 3. Plus there is no connection from the retour to the plugged in box by the TV set. Also the TV keeps losing a signal therefore losing the picture and sound. The system seems to be completely cobbled. Please help
