54 yr old male. Ihave problems sstarting urine flow at night or when I have been sitting for a period of time. No problems when up and active although I always seem to have had a small capacity in my bladder. Prostate test, PSA normal. What could cause this. No UTI present

Ok. Even though your prostate and PSA are normal, the most likely cause of the symptoms are an enlarged prostate causing blockage on the inside of the prostate where the urine flows. This is very common in men your age and is very treatable with medication such as Flomax. You should discuss this with your urologist so they can consider prescribing this for you. Hope this helps

Why is there no problem when I am active
I'm not sure why that's the case. Maybe it's because you are not thinking about it as much when you are active.
