Respected customer it sounds like balanitis. Most of the times balanitis is caused by irritation or fungal infection.
I would recommend following treatment:
Twice daily bathing of the affected area with saline solution should help. Use of soap may cause further irritation and should avoided. Overuse of detergents, soaps, perfumes, condoms, and other chemicals (spermicidal agents, petroleum) should be avoided.
Try clotrimazole 1% cream or miconazole 2% cream twice daily for 7 to 14 days.It should help. If the symptoms persist make an appointment with your physician and get an in person evaluation. I hope it helps. Let me know if you have any questions please. I would be glad to help you further.

thanks for the answer. I thought I had thrush, I smeared it with ointment for the second day, took a pill, but so far there are no changes. I will try to carry out the treatment, according to your recommendation.
