I'm sorry for the lengthy delay in replying to you. If JoJo's diarrhea has persisted it would be prudent to initiate systemic antibiotic therapy because in many cases budgie diarrhea results from gram negative bacterial contamination of the gastrointestinal tract.

Antibiotics placed in the water are not appropriate. Our birds won't drink enough water to properly medicate themselves. Instead, your vet can provide an oral antibiotic solution (enrofloxacin, e.g.) which you will be instructed to administer directly into JoJo's beak once or twice daily for ten consecutive days. The method of administering the drops should be demonstrated to you initially. Careful restraint of budgies is important in order to avoid constraining their breathing.
