I'm sorry to hear of this with Freddy. His circling and ataxia ("drunken sailor") indicate an encephalopathy (brain disorder) at this time. I would conjecture that his persistent infection in his nose/sinuses has spread into his brain (bacterial encephalitis) or malignancy in those areas has metastasized to his brain.

Genaralist vets can X-ray Freddy's head to see if obvious bony destruction has resulted from persistent infection or cancer but advanced imaging of the brain performed by MRI or CT is done only in specialty clinics or veterinary teaching hospitals.

I'm sorry to sound so discouraging but I'm quite concerned that without advanced (and costly) care, Freddy will be lost and it's entirely possible that even with the best of care that his prognosis is poor to grave.
