he i drinking but not eaten for three days will go short walks .

I'm sorry to hear of this with Ben. Any 15 year old dog with such a bad cough needs to have his chest X-rayed in order to clarify whether the cough is due to primary heart or lung disease. His coughing may indicate congestive heart failure which can be addressed medically with heart drugs, diuretics, and blood pressure medications. If X-rays revealed a bronchitis instead, Ben could be treated with bronchial dilators and cough suppressants. If there were evidence of cancer in the X-rays, however, Ben might be hospiced on antiinflammatory medications and narcotic pain relievers.
