Does Bailey limp or lick at it?
Does it appear red or swollen?

I am just typing my reply now which will take a few minutes.
The skin is inflamed and infected and will be quite uncomfortable.
We need to stop all licking by using a buster collar.
We should also bathe the paw in a shallow water of salt water.
A vet visit is needed to check for a cause, such as a thorn or grass awn which has embedded and needs to be removed.
Bailey will also need some antibiotics and anti inflammatories to deal with the skin infection.
