DO NOT any money to anyone until you have verified credentials of that person. These are fraudulent people trying to scam innocent people like you. So it's better to contact some other planner with whom you can meet in person. And don't give the entire amount beforehand. Most of the planners clear their bill after the event has been organized.

I would say again that DO NOT SEND ANY MONEY TO ANYONE LIKE THIS OVER PHONE.
