Hello and Welcome to justanswer..

My name is MIKE - Im happy to help you with this..

In fact yes- the manufacturers say that 1 litre of oil used , per 1000 miles is considered "normal".

Personally , I have always though that that is a bit on the high side - some vehilces dont use anything like that - but it is yes, in the "normal" range per Vw etc.

What I would suggest though, to be sure you have it right - is ensure that you are using the correct grade of oil for the engine ( your local garage or Owners manual etc can tell you that ).... and ensure its not overfilled at all... Its best to have the oil level between the lower and higher marks - midway on the dipstick - Too high and it will burn it faster.

Too - I note you say its not smoking etc - so thats good - ruling out any piston ring / internal engine excess wear etc - and vale seals are ok - but have the breather system checked / cleaned - as that is a cause on these of higher oil usage.

Its worth checking those things as above to ensure you are doing all you can and that all is as it should be and it would well improve matters if any such issues are found - but again, that usage is not a "problem" or issue to be concerned over...according to Vw..

Let me know if you need anything more on this at all -
