Hello, I am looking at an xc60 SE lux nab 2.0 d4.
Do you know has it a timing belt not chain?

These engines are run by a Timing belt and not a Chain..hope this helps

Can you tell me how much it would cost to change this belt and how often it needs changing?

Also can you tell me what's going on here ? Is this tape safe?

Yeah..normally it should be every 108,000miles or 120months which ever comes first..sometimes its best to bring those times forward say every 90,000miles or 100months...maybe check any service history to see if its been done yet..or if the mileage is nearing that time as above then you be looking at having it done soon..cost wise would depend on which garage you use and there hourly rates..but maybe in the region of £250* far as that tape goes..then thats not factory fitted..looks like someone has been doing some wiring checks or repairs in there..maybe again check any repair history or ask if any has been done before...but yes the tape is safe.looks like insulation tape...
